What do we mean by AI capability?

AI capability is not a single skill. It is a coherent set of human and organisational capabilities that enable people to engage with AI thoughtfully and responsibly in real contexts.

Within the CloudPedagogy AI Capability Framework, these capabilities are organised into six interrelated domains:

1. Awareness and orientation

Understanding what AI systems are, what they are not, and how they are shaping work, roles, and expectations. This includes recognising uncertainty, limits, and context — not just possibilities.

2. Human–AI co-agency

Working with AI systems as partners in thinking, analysis, and design, while retaining human responsibility for decisions and outcomes. This domain centres agency rather than automation.

3. Applied practice and design

Shaping tasks, workflows, assessments, and processes so that AI supports meaningful goals rather than distorting them. This includes redesigning work, not just accelerating it.

4. Ethics, equity, and impact

Anticipating who may be affected by AI use, where risks or unintended consequences may arise, and how harms can be mitigated. This domain foregrounds responsibility and care.

5. Decision-making and governance

Understanding accountability, transparency, oversight, and justification — particularly in regulated, public, or high-stakes environments where AI use must be defensible.

6. Reflection, learning, and renewal

Developing the habit of reviewing how AI is being used, what is working, what is not, and how practice should adapt as systems, policies, and contexts evolve.

Taken together, these domains describe AI capability as a way of working, not a checklist of technical skills.



What AI capability looks like in practice

People with strong AI capability are not necessarily the most technically advanced users. They are often the people who:

  • ask better questions of AI systems
  • recognise when outputs need checking, reframing, or resisting
  • design work so that human expertise remains central
  • understand where responsibility lies, even when AI is involved
  • can explain and justify AI-supported decisions to others
  • adapt their practice as tools, policies, and expectations change


In practical terms, AI capability enables people to:

  • remain effective as roles evolve
  • contribute meaningfully even as tasks shift or automate
  • participate in decisions about how AI is used, rather than simply comply with them


This is why AI capability increasingly functions as a strategic skillset, not merely an operational one.



Why higher education and research are used as examples
